N'DJAMENA (Reuters) - Chad's constitutional council on Thursday declared interim President Mahamat Idriss Deby winner of the central African nation's disputed May 6 presidential election with 61% of the vote, after earlier rejecting appeals to cancel or partially cancel the election.
