MEXICO CITY, April 22 (Reuters) - Mexico's defense ministry is carrying out an operation around the city of Badiraguato in the northwestern state of Sinaloa and arrests have been made, Security Minister Omar Garcia Harfuch said in a press conference on Wednesday.
