May 27 (Reuters) - The United States has re-added Francesca Albanese, a U.N. expert on the Palestinian territories, to a list of sanctioned individuals, according to a notice posted to the U.S. Treasury's website on Wednesday.
Here are the details:
• The U.S. imposed sanctions on Albanese in July 2025 over what it said were her efforts to prompt the International Criminal Court to take action against U.S. and Israeli officials, companies and executives.
• Albanese was removed from the sanctions list earlier in May after a federal judge granted an injunction sought by her husband and daughter that temporarily blocked the sanctions.
• U.S. District Judge Richard Leon in Washington found the Trump administration likely violated her free-speech rights by imposing the measures after she criticized U.S. ally Israel’s war in Gaza.
• On Friday, a three-judge panel of the U.S. Court of Appeals for the District of Columbia Circuit issued an administrative stay of Leon's ruling, allowing the government to once again enforce Albanese's designation as a sanctioned foreign national.
• The appeals court order said the administrative stay was procedural and "should not be construed in any way as a ruling on the merits" of the government's broader request to halt the lower court injunction during the appeal.
